Bill McCluggage is the 2018 Digital Leaders Local Champion for Northern Ireland
As part of this year’s DL100 Awards, we once again asked each of our 12 Regions to name their choice of DL Local Champion for 2018, and the names are in. Once more, they reflect the cross-sector community that make up Digital Leaders in the UK. We have representatives from SMEs, Central and Local Government, Academia, Charities and Enterprise.
Bill McCluggage is the 2018 Digital Leaders Local Champion for Northern Ireland!
Bill is a well-known character within the digital transformation landscape in Northern Ireland. Following a successful career in both public and private sectors, he runs his own business (Laganview Associates Ltd) providing independent technology advice helping a range of prestigious global organisations develop their digital transformation and business development strategies. He has also delivered digital strategies for a number of local authorities in Northern Ireland and England.
He is currently Head of Information Security on the UK’s Open Banking Programme and is the non-executive Chairman of Covata Ltd, an Australian IT Security company listed on the Australian Stock Exchange with a sales footprint in Australia, the USA, UK, Europe and South Africa. He is also on the Governing Body of the Northern Regional College.
He became the first Irish Government CIO in 2013 following roles as Deputy UK Government CIO and Executive Director IT Policy & Strategy in the Cabinet Office, Director of eGovernment and CIO in Northern Ireland, and CTO for EMC Systems UK Ltd.
He is a graduate of Queens University and has a MSc from Loughborough University, and became a Visiting Professor at the Ulster University Business School in 2007. Bill is a Chartered Engineer, Fellow of the BCS (the Chartered Institute for IT), Member of the Institution of Engineering and Technology, and a Freeman of the Worshipful Company of Information Technologists and City of London.
He was IT Director at Harland & Wolff Heavy Industries Ltd, is an Entrepreneur in Residence at Catalyst Inc (formerly the Northern Ireland Science Park) in Belfast, was Chair of the BCS branch in Northern Ireland until 2016 and sits on a number of technology advisory panels across the UK. Bill was recognised by his peers in Northern Ireland when he was awarded the prestigious IT Professional of the Year award in 2013.
